That's right let's not forget the potential mafia participation in such a matter and those guys like burying bodies in the foundation of a new building project.

Jimmy Hoffa is supposed to be buried in the New York Giants end zone or is it the fifty yard line. Anyways, maybe they'll dig up the skeletal remains in the process of rebuilding the Coney Island amusement park.

Hey, you never know there might be something to it Scurvy Dog. The mafia guys have been known to be bold about things like that.

That could be a selling point for these new condo's they're building at coney.  "Genuine Rogue in every foundation"
Maybe when the developers catch wind of the condos being haunted, they'll realize maybe they should have left Astroland alone.  I mean, if a place is being haunted by a psycho like Luther, people will just put all their things right back in the boxes and...   we'll just watch U-Haul and Ryder rake in some big bank that week.

I could see Luther coming back as a ghost and haunting the Coney Island Amusement Park...ha,ha Did anyone ever see the amusement park that had a haunted house in which they found a dead body inside the haunted house that had been there for years?

I saw "Jimmy Hoffa Buried Here" carved into a sidewalk in Little Italy.
To be sure I'd ask Bruce Nolan...

I'd also ask The Simpsons... there is that Episode where They found the Body in the New York Giants Stadium End Zone...

Luther and the rest of the Rogues have been haunting Coney Island ever since...if you stand under the boardwalk and listen you can hear Luther saying "Warriors Come out and Play"...ha,ha

And if you're on the Wonder Wheel, and it stops at about 11 o'clock (facing the beach), you can hear Luther screaming, "NNNOOOOOOOOOOOOOOOO!!!!!!!!!!!!". And right after that, you hear Jimmy H. yell, "Yo, SHADDAP!"
"Look at me!  I'm the one who did this to you!  Remember me."

Riffs probably left the bodies on the beach, call the cops and run away. Otherwise, they maybe throw them in the sea and everything was settle.

If the riffs had some control over the police then how come the police crashed the conclave?

Yeah and also the Riff's use their body to fight...not weapons and the cops have lots of weapons which helps them control gangs.

I would say that the Rogues were not killed on the beach. Killing 9 people on a public beach amusment park. Even if it was early AM there would be too many chances for witnesses.
They needed to bring them back to a Riffs safehouse where they could do interagations.
The Riffs would need to know THE REASON behind Luthors/Rogues actions. Who else was involved and who put them up to it. I would say that they smacked them up with hockey sticks a bit and then brought them elsewhere to finish the job.
