How does he get to the first 20K? 9 delegates * 100 gangs = 900. When he says a hundred more, I believe that means a hundred more members in each gang. Call it an even 110 members * 100 gangs = 10,000, not 20,000................I think it what he was really thinking was that each gang (al lone 100 of them) at the conclage had 110 members (even though only 9 delegates were there) and there were another 100 gangs w/ 110 members who were not invited but still in the RIF network.....THis would equate to 20k hardcore members....He did not describe iot very well though.

When he talks about there being "100 more" he means 100 more gangs. And for the first 20,000 he is talking about the total for the 100 gangs represented at the conclave. In the original opening for the movie, Cleon states that there are 120 Warriors. Given the 20,000 that Cyrus mentions for those 100 gangs, we can determine that the average gang has 200 members with some having more and some having less.

Still not following this.
9 delegates from 100 gangs (with over 100 more).....So if the 100 more means 100 more gangs and there really are 120 warriors and this is representative of the average gang that is 120*100=12,000...so a 100 more (gangs) gets you to 24K.....I guess that is it....

First, let's restate the whole quote, and then let's break it down:

Arithmetically, It doesn’t matter how many delegates there are, just how many gangs

Ok, 100 gangs plus 100 more. Thus, Cyrus is likely estimating, or rounding, that there are 200 gangs. For our purposes, we'll assume major gangs average 100 members
200 gangs * 100 members each = 20,000
So there’s the aforementioned 20,000 hardcore members.
“Forty-thousand counting affiliates…”
This means that there are another 20,000 affiliates, bringing the TOTAL to 40,000
“…and twenty-thousand more, not organized, but ready to fight”
So, add to the running total another 20,000 non-affiliated criminal types, and:
20K gang members + 20K affiliates of gangs + 20K not organized = 60k = = 60,000 soldiers!

Who cares about math? Cyrus probably said that in a second just to know what numbers are in question. He didn't took list of all gangs on the network, grabbed a pen and a paper and start to count them all before meeting.
