They have sort of like a bopper network. You dont see who luther is talkng to, you dont see who Masai is getting his information from, just like you dont see who the DJ gets her news from.
Just something else in the movie..

She says the first time you see her that she was asked to pass on a message from the Gramercy Riffs. As the Riffs get the latest news of who the Warriors wasted, they pass it on to the DJ so the gangs will know where in the city the Warriors are.

its all part of a solid infrastructure.
gang activity is surprisingly well organised, thought out, planned and hierarchical.
there are sophisticated networks, channels of communication and methods of communication in place. you've got youthboard workers, emissaries etc.
word of mouth is pretty effective.
think of the complexities of al capone.
its all built up from decades of work, these gangs dont grow overnight.
the likes of the orphans are unsophisticated but the big gangs are very influencial and powerful in the ideologies and 'societal norms' circulating through the streets.
they all know which station to tune in and know the terminology used etc.

i think gangs called in with spotting and to tell her what was going on, also the riffs might have been employing her so they could get the message out better so theyd tell her who got beat and where
