Do you think that once the rouges were wasted, the alliace that Cyrus planned out worked? Like, do you think there was one gang, police had to pay gangs, etc etc etc, finaly came to be?

I think everyone would've tried really hard to make it work. Sooner or later someone might've messed up and the Riffs would've come down on their heads. After a while, someone would relieve Cyrus from his position and either would've broken the truce or upheld it, depending on his view of the whole thing. But I think that it might've work for at least a little while, yeah.

I think there are just too many muscleheads looking to throw their weight around for it to have worked. Even in the beginning Ajax was all, "F--- him", and who knows what else others were thinking. Plus, I figure anything like that would just result in stronger legal forces coming down on NYC in general. Everyone separated is easier to control, but everyone together is too dangerous.

There would have beena lot more guys with attitudes like Ajax though and there would have been some conflicts for sure. Question is whether a majority of the gangs would have stuck with it. Also if some gangs pulled out would the majority need to try to get them back in the alliance or fight them?

It could have worked in a way. The Riff's could have forged an alliance with some of the gangs but no all. The line "The rest is ours" might be ment to imply such an alliance. However, I doubt a city wide supergang would have held up.
Even if someone achieved such a thing I doubt it would get as far as taxing crime syndicates and overpowering the police. National Guard or something would have been called in.
The more likely thing would have been two or three supergangs or umbrella gangs, much like the People and Folk Nations we have today.

Good question. I think another meeting would have more weapons and problems. For even if 97% involved were respecting the rules, the other 3% could cause a lot of trouble.
