if you notice in the begining when there getting on the
train to go to the conclave,a few patches look yellowish.
again i would say the filters on the lights .

I always thought Cleon's patch was a richer yellow, maybe because he was Warlord?

Hes newER than the others. Maybe hes been there for a year while the others were there longer. Swan could have seen that he would be a good leader in that amount of time.
Maybe he lost his vest or something and had to get a new one?
