I have issue #1 as an app on my phone. As Luther is firing the shot, you see him kneeling behind a wall with other rouges surrounding him. it is zoomed on Luther, but you can tell it is the above shot.

As first, how could someone spot Luther with gun? Everybody was yelling, looking at Cyrus, and Luther had grabbed that moment and shoot him. The shot was probably "quiet" (beacuse of crowd) and fast. And on the picture (great pic) we can see Rogues around him. Except for that guy who saw him in the movie.

Take a few things into consideration.
1. People were caught up in the moment.
2. During all the excitement everybody starts running in a panic and doesnt have a chance to tell someone.
3. This is pre-cell phone. If you saw it happen you would have to spread the word by regular phone or word of mouth. It could take hours for it to reach everyone.
4. What if a person, who saw the shooting, got knocked unconscious during the pandemonium?

Not sure at this stage. We did speculate that they were the Alley Cats; but since that assumption, Lier 1 spotted the Alley Cats patch on the back of the red t-shirt guys stood next to fox when the cops turn the floodlights on.
There's not really any other gang on the list that you would associate with a leopard print catsuit.
