Why weren't the Riffs arrested?

The law is not my area of expertise. But, what crimes were being commited that night besides the murder? I know all the gangs engaged in criminal activities wherever they were from, but what were they going to be arrested for? They had the right to assemble peacefully. Also, I've always wanted to see a map or blue print of that park. There could have been several exits including an open tunnel under an overpass to the street(which a lot of parks in NYC have) But even if there wasn't, there had to be several openings for people to get through the big blue wall.

If my law class is correct. THe right to assemble and free speech does not cover enciting the overthrow of the government. AS the conclave was about taking over the city of New York the police would have arrested them for enciting the riot.
