Well, consider some of the things he was saying. First of all,"These guys the Warriors, Yeah they deserve it, Yeah we will, Yeah take care of yourself" Its not like the other party knew what Luther did. I think Luther was the brains behind that operation. He just liked doing things like that. So, if it was a Rogue higher than him, he didn't give any sanction for the assassination. The respect he was showing could imply a higher ranked Rogue.
However, my theory, which you might not agree with, is that he was an informant to the cops. Luther seem to have no fear of the cops. He was wearing a badge(granted that would be symbolism, I know he wasn't a deputy) His gun looked like a 1979 police issue. He was very respectful on the phone. He made the calls like he had no choice. The Rogues got away from the meeting unscathed with their car. And there is a deleted scene showing the cops racing to the beach where the Riffs were.
Having said all this, let me just say that its a loose theory. Some views about this movie I will agrue tooth and nail. This one, I understand is very open to debate. So try not to get too mad if you disagree.

I have not read the novel, but I heard in it, Luther is indeed talking to his youth worker. I don't think they'd change that part of the story for the movie. When he says things like "just checking in," it supports this.

Luther is crazy. He says he's having a good time when the cops are looking after the gangs, he shot Cyrus because he "just likes doing things like that" and even the way he taunts the Warriors with the bottles and yells at the girl at the news stand.....it shows he's a crazy man. He likes the turmoil.

My guess on why they put the phone scenes in there is to show that Luther, although crazy, really is smart and decietful....and it shows how he can play people. He decieves his his youth worker, and orechestrates this whole ordeal.

Another thing that sort of points to a cop. After the second call, the second is like "well?, well?" Expecting some good news to be given from somebody who has a city wide scope. BTW it's funny how the game shows Luther pushing him around again and again. Poor guy.

i always figured it was his case worker or something. He was checking in to keep from going back to Juvie or whereever. It's obvious that it's not another gang or anyone in the Rogues because he says
"This guy Cyrus had an accident."
and also,
"The Warriors, no they deserve it."
If it was anyone in the gang or anyone in any gang. Heck even the police. There is no way Luther would refer to Cyrus as "this guy", that lessens who Cyrus was. If Cyrus was as special as everyone made him out to be, then they would not have bought referring to cyrus as someone. Likewise, they would know who Cyrus was and what happened. Word travels fast.

And it wouldn't be the cops because they most definitely would know hwo Cyrus was, if he was the leader of the biggest gang in New York.

So, i always thought it was a case worker. But if not than it can safely be said it is someone who has no knowledge of the gang situation at all.

I always thought it was The Lizzies because they weren't at the meeting and maybe Luther was telling them what they missed.

You know, I never considered the Lizzies before. That really blew me away. It made a lot of sense and a lot of pieces fit. The only flaw in that
theory is how civil and polite Luther is on the phone. He was utterly respectful to whoever it was. He wouldn't talk that way to anyone of equal or lesser power.

At the end when Swan asks Luther why he shot Cyrus and he replies by sing "I like doing things like that" or whatever his exact words were I think it kind of clinches the fact Luther is unbalanced.

I think...

Luther shot Cyrus and it was witnessed by The Fox, what better way of dealing with the problem than blaming the Warriors when Cleon goes to see how Cyrus is, it's the confirmation he needs of the name to go with the colors and he probably is already aware of the reaction the Riffs will have if they know which particular gang is to blame.

I think Luther was only the War Chief and that one of the phone calls was to the Rogues Warlord. An explanation for him not being at the meeting could be he is in jail which would explain why Luther shot Cyrus. Obviously the Emissary would of visited the Rogues so they tell the cops and the cops tell the Rogues to shoot Cyrus to stop the gangs uniting in exchange for the release of the Rogues Warlord. (Saying this guy Cyrus had an accident could be a simple decoy to make it clear they'd done what they were requested to do without actually coming out and admitting it, as crazy as Luther obviously is would he REALLY admit to the cops that he just shot a guy?)

The second phone call may be to the Lizzies, if you take into account that all the gangs would be making their way home it's possible that they had contact with the Lizzies while they were searching for the Warriors, or maybe knew of them already (possibly they are local to the Lizzies after all we do not know exactly where the Rogues are based, we just presume it's in Coney), and so arranged to keep them informed, it' even possible the radio DJ was a Lizzie? (she was being kept upto date and so if Luther wanted information i'd guess it'd be easier than having to explain to the Riffs why your so interested).

everyone's theory can be backed up by how we each view the scene.
Personally I don't think it could be a cop---
1st--no cop back then would have such an unbalanced informant--Luther would have had to be approved--no way could I see it. Plus--informant or not--he got that gun somewhere off the streets---it had nothing to do with police issue--WHAT cop anytime that anyone has ever had anything to do with, would ever hand over any kind of weapon to a street punk under any circumstances--sorry can't by into that one at all.
2nd---everything Luther says is based on partial truth---truths that cops would already know--he wouldn't have to say any of those things to a cop---and the cops would already know it was NO accident that occured.
You can keep that idea if you want--but it will never prove up to me.

the youth worker however has real merit---they would try to run around him, and not make it sound so bad-and expect to be believed. I could really see that one and I hadn't entertained that thought before.
I always felt he was trying to impress a girl---and checking in, whether she wanted him to or not--just to get her attention.
I still can see that or the youth worker.

I agree with you 100% ranchgal. I believe that Luther was talking with his youth/case worker. I don' t think luther would have been so friendly if it was someone who didn't hold somehting over him. Also, he refers to cyrus as "this guy" he makes Cyrus sound like nobody special. If it was any of the gangs (including the Lizzies) they would know how important Cyrus was and Luther wouldn't have felt he could have gotten away with talking about him as if he wasn't important. Also, the gangs would have known who the Warriors were. So luther calling them "this group" makes no sense. If Luther had to describe who he was talking about then the person he's talking to does not know who Luther is talking about. And i doubt that the cops don't know who Cyrus (the leader of the biggest gang in New York) is, and you know every memeber in every gang knows who Cyrus is.
Also, Luther was trying very hard to make himself seem like an innocent bystander and not causing any trouble. you could associate this with him being afraid of the riffs, but i think he was more worried about getting in trouble with the guy he was talking to.

Cops will work with anybody who can help them regardless of how stable they are. And Luther is way too disrespectful of women to talk to them so nicely. Perhaps it wasn't a cop that he was talking to, it probably wasn't, but please don't use points about Luther the romantic talking to his girlfriend. What's next, Swan the comedian? Ha Ha Ha.

I didn't say romantic---Luther was not romantic, and he never sounded that way.
I said he was trying to impress a girl-He wants attention--and he would be doing whatever the situation called for with her to get it--and I still think that could be viable--and if he can be civil to the cop?? he certainly could be civil to someone he is trying to get close too!! and/or stake a claim on.

The fact that he was a creep to the store girl doesn't mean squat---she didn't interest him, and she was accusing him of stealing---BUT someone on the home front he would like to have "look up to him" would be a totally different situation---and his attitude would also be totally different.

Cops may work with whoever they think might help them, but it usually works 1 way---and Luther would never be in a real postition to do them much good---and he still would have to be on a list of verified informers--and I just could never see anyone relying on anything he said. Especially back then--a punk was a punk, and most street cops didn't get much beyond that.
