Why did Luther blame the Warriors?

Why did Luther blame the Warriors?
I've always wondered whether Luther blamed the Warriors just because Cleon was the first person he saw when he looked at Cyrus or if it was strategic because he knew the Fox had seen him and blamed Cleon because he saw he had the same colours on. Your thoughts?

He saw Cleon, so that was an easy target. Obviously he realizes that The Fox was part of his gang and since Fox saw him shoot Cyrus, he realized that the Riffs wouldn't give them the chance to speak but probably kill them on the spot. Allowing The Rogues to get away with murder.

I think you hit it right on the money... Fox witnessed Luther shoot Cyrus. Cleon's a warrior as is Fox. exactly like Lion said, Luther shot Cyrus and realised that Fox had caught him and having missed the chance to shoot Fox and get rid of him, he spotted Cleon, put two and two together and thought this would be a good way to shift the blame away from him and his Rogues

I think if Luther actually had have gotten the chance to bust a shot out in Fox's direction he probably would have gotten his wig split by Cleon, I mean Fox was cool and all but it would have been less painless than his eventual fate.

One thing I wondered was there any history between the Rogues and Warriors? There isn't any information in the film on the Rogues turf, so maybe they bordered the Warriors and had some history.
I do agree with the thought that it was the first person Luther saw. Although, if he had shot Fox, he may have given himself away. No one expected the first shot, but there would have been a better chance he got caught the second time. Like the theory that snipers never shoot twice from the same position.
