I am certainly not an expert, but I do like to research things a bit. I know
that the Rogues hail from Hell's Kitchen, in NYC. I never would have supposed
before, but apparently Hell's Kitchen was pretty much inhabited by the
Irish back in the day, before other ethnic groups came in and started to
push them out. Back in the late 70's/ early 80's the Irish ( and that means
most definately the Irish mob ) were the clear majority.
I don't suppose then, that it was any coincidence that David Patrick Kelly
( could there BE a more Irish sounding name? ) was selected to play Luther,
the leader of the Rogues. Also, I think "the Rogues" has a very Irish sound to
it. If you look at all the other members too, they are all white, probally Irish
dudes.
Perhaps also this addresses the question of "who was Luther talking to on
the phone?" Most likely, the Rogues were foot-soldiers for the Irish mob at
the time. Perhaps the big boss in that organization saw Cyrus as a threat
to his/their power base.
Just some food for thought, and purely my own theories and opinions.

Give you kudos; that was a well thought out theory.
The Rogues arn't from Hells Kitchen. That was the location given to them by Rockstar games. The Rogues hail from somewhere in the south Bronx. It's possible they are Jewish in origin (although I always class jewish as being a religion and not a race).
Arson was high in that area back in the 70s (which could be the reason/inspiration for that part of the film).
Something I would like to know is what is the winged emblem on the Rogues hat? You can get a good look at it when Cropsey is saying "yeah thats him, we saw them" to the Riffs at the conclave.
It looks abit like an angel over a wheel.

Hey 9D, Thanks for the thoughtful reply. Damn, you sorta busted my bubble there,
but that's cool, cuz I like to get to the bottom of things. So the Rogues not being
from Hell's Kitchen changes things a bit. Even tho I am a pretty avid PC gamer, and
fancy myself a gamer in general, I will never choose the lore of a video game over
a movie. I think that's cheezy. I am a fan of the Warriors film, not the game, so
thanks for schooling me there.

So, I popped in my trusty Warriors DVD and brought up the clearest frame
on the Cropsey "Ya, the Warriors did it" moment, and I cannot clearly make out
what is in the center of the wings on his cap. It might be some sargeant's
rank insignia from an airborne outfit from the military. Just don't know tho.

Wow, that is a really good close-up. Not military I don't think. My eye
sees a person on a motorcycle riding towards you, but at an angle, you
know? Then the person on the bike has wings. Looks like a miscellaneous
biker patch perhaps. Maybe it was even designed from scratch by the
costume team. Something suggesting "Hell's Angels".
Gang members could pick up anything that looked cool or menacing tho

That would make sense, being that its an old skool biker cap that the Rogues are wearing (circa late 50's/60's).
