Why weren't the Riffs arrested?

In the park when the cops were raiding. THey killed Cleon and were in no apparent hurry as they were also tending to their leader. SO my question is, how did Masai and the rest beat the rap. Wasn't Masai and the Riffs at the park with Cyrus?

sheer numbers i guess,they would have caught a whole bunch of gang members aswell that night riffs aswell because they are the largest gang

Yeah, for all we know the Riffs were really hit hard that night, and those 150 or so guys in the underground structure were all that were left? It's safe to assume that there weren't any patrols out because the cops were still out in full riot-type force.
But then again, other gangs only had nine members at the meeting, there probably were over a hundred Riffs acting as security and escorts/guides at the park area that night, so they probably could just group up and elbow their way through the cops and escape.

Hmmm, never really thought of that, but im sure maybe a few of the riffs got arrested tho?

There probably were a bunch of Riffs arrested, but I think that the ones by Cyrus had a good chance of getting away since they had a lot more time. With all the panic in the park the cops were no where near the play structure and didn't look like they could get there any time soon.
Since The Riffs weren't as paniced by the cops as the others I would assume their heads are cool enough and their smarts are street enough to find a way out.
Also, The Riffs could have been scounting that location for who knows how long, they probably had more than a few emergency escape routes.

My own thought is that Masai was NOT at the conclave---he was at the headquarters---and there is a real possibility that as organized as the Riffs were-the only members that were at the conclave were their security guard--most of the gang would have already have known what Cyrus was going to say, so the only reason the main part of the gang would have been there was for his protection.
ANd Masai would NOT have been there because as second in command--he would be "home' holding down the fort and keeping track of members that didn't go to the forum. the rest of the gangs sent 9 delegates, we know that the Riffs had more members there than 9---but being the biggest gang in the city it wouldn't have been practical to have all their members there--shows as a sign of weakness or fear.

i think they were able to get away because they did not run, all the gangs were running away were the cops could get them but no cops came into the park because they were out numbered so i think masai and the riffs waited till the cops started chasing other gangs who were running before they made there move

i think you guys are forgetting that cyrus has magic on his side...so some of the riffs might have the same er... magical powers.

I think the cops took a while to get through the running crowd. I am also sure Cyrus sent some scouts to survey the place before, so they had an idea where to exit in case the police arrived.

also the fact that they alone organised it they would have needed more reinforcements their then the other gangs incase things went pearshaped which we all know they did,but obviously as they were the biggest gang it would be safe to say they had a big set their and at home......MAGIC A WHOLE LOTTA MAGIC.....

The law is not my area of expertise. But, what crimes were being commited that night besides the murder? I know all the gangs engaged in criminal activities wherever they were from, but what were they going to be arrested for? They had the right to assemble peacefully. Also, I've always wanted to see a map or blue print of that park. There could have been several exits including an open tunnel under an overpass to the street(which a lot of parks in NYC have) But even if there wasn't, there had to be several openings for people to get through the big blue wall.

I have been thinking about that too--and about the only thing I can think of is numbers---I think for a gathering of a certain number of people, on public grounds, you have to have a permit---or it can be unlawful assembly. That is actually just one more tax that the cities charge to pay for any clean up, in my opinion.
And while peaceful assembly is one thing--having someone shot nulifies that right away.
BUT I don't know what the number is that makes it need a permit--though I would bet that with the number there--they needed it. But if they would have applied for it, they would have had to state the reasons and proabably would have been turned down for the safety of the general public.
