He's holding numchucks. Because he's holding them both in one hand you can only see one stick and part of the chain.

What are you kidding me? They were like a middle school project. Cut the ends off a broom handle, get yourself a small piece of chain & 2 eyehooks, and VOILA...................instant chucks

it's a piece of garden hose with a chain pulled through it.
or a piece of one of those plastic coated bike chain-locks.
