It could of been there to show you what kind of life she lives.  She comes from the streets and it is reflected in her appearence, including her shoes.  The shot also shows the difference between the crisp, clean clothes/shoes of the prom couples compared to Mercy.  The difference between the "haves" and the "have nots".

Positive Karma. That sounds so true. Unbelievably true.

Don't forget her white sneakers,  worn to run around the 96th st station.

yeah i agree, also when swan stops her from fixing her hair, i think it was because he thought she shouldnt have look good in front of people or try and hide her life from them. or something like that.

I will agree with the "have/have not" symbolism---but  you also have to remember that she just walked quite a ways through the train tunnel--in the dirt/stones, and a train came by to stir it up worse while they were still walking in the tunnel.  It wasn't like her feet had been on the cement station floor all night.  the dirt on her feet also symbolized the treck that they had all been through.  So keep that in mind too, when you are making your comparisons.

When you have to run with heels like that on, you run/stay on your toes literally, cause if you step down on your heel/spikes, and the dumb thing catches on something--you go down.
Or worse the stupid thing breaks under the pressure, and you are limping up and down forever.
