Is that Cleon went to see Cyrus when he got shot with aload of police trying to arrest everyone of them, he was warlord he should have known better not to go and see Cyrus laying dead its was so badly going to turn out that he would get the blame. so basically Cleon is the reason they got blamed for the murder if you think about it.

it aint like Cleon was a psychic and knew he was gone get blamed i think he went to check on Cyrus and before he got a chance to leave, he got blamed for the murder 

Yeah true but if you where in his his shoes would you go and check on Cyrus with all them cops after every gang including you?

When you watch the conclave scene u can tell Cleon is really into Cyrus's plan so it makes sense that he would check to see if Cyrus had been killed or not. And he did do his job as Warlord before he died because he ordered his soldiers to leave and made sure they were on they're way (all except Rembrandt) to safety before he took off, instaed of making them wait or follow him into what he knew would be a more dangerous situation.
And Daddy Cool is right, there's no way he could've known he would be framed. He probably thought anyone dumb enough to shoot Cyrus would've at least been smart enough to leave the park as fast as possible (unless they're insane apparenly)

You can't blame Cleon for The Warriors being framed. One, he didn't know who shot Cyrus, and two, seeing as how Luther knew that Fox was aware he'd shot Cyrus, he obviously went over there to blame them anyway, Cleon just happened to be there so he figured he could make a scene and get one of them out of the way. Blaming Cleon for The Warriors being framed is like blaming snails for global warning. It would've happened with or without them.

Cleon just wanted to get a closer look of the most influential person on the network, to see if he was dead or just wounded. he didn't know he was gonna take the wrap for something he didn't do but he was prepared for anything to happen and that is why he appointed Swan the successor if something happened to him.

I think in the scene, there is more than meets the eye. If you look at Cleon's facial expression while he was looking down at Cyrus, it's almost like he was looking at Cyrus and saying to himself, "So you are the man eh? you were gonna run the whole city right? yeah right..look at you now big man". I think what he did was courageous, it seemed Cleon took everything Cyrus proclaimed seriously, not for granted like some other leaders who were running like hell to get out of there. So as a leader, he wanted to see this grand icon, the man who was going to run, consolidate, and unite all the warring gangs in the city under his network, and make sure he was dead or still breathing. Just my take on it.

QFT... Cleon took it upon himself as warlord to see the condition which Cyrus was in
