What does Cleon say?

I have watch the flick countless times, and I still cant understand what Cleon says in the opening.

It goes like this:

"Its still on, and were going.....cyrus & ??????????????????????????
now cyrus doesn't want anyone packed.......... (and so on)

Ok, fill in the question marks for me........i just cant understand what he says.

Johan, there is no need to over react on a missquote considering you didn't correct all of it anyway. This is all very disapointing from big fans of The Warriors.

one thing ive never understood ive sen the movie endless times but i dont understand what is an emissary? is it a messenger?
