That's right. Anyone can make a custom figure, that way the collection would never be complete.

As you probably know, description of many items on Ebay is often exaggerated, to say at least. Every seller is trying to sell his item for the highest price he can get. Some of them, like this one, are even ready to tell lies in order to achieve that. All official Mezco releases are well known, there never was a 'Death Head' exclusive release.

It's rather misleading; however, the ad never says "Mezco exclusive" - it keeps those two terms near, but separated

addendum to above: The seller's use of condition "New", which carries this definition:
 
  Condition:  New: A brand-new, unused, unopened and undamaged item.

...is indeed a complete lie
