Calling on help from 80s movie buffs...

I'm going out of my mind trying to remember what 80s movie a scene is from, and I'm pretty sure someone from the forum can answer it.
First of all, I had thought this was the 1980 movie "My Bodyguard", with Matt Dillon and Adam Baldwin, but it isn't - though it may be a similar movie.
The scene is as follows: Some teen boy in the poor part of a big city - Chicago or NYC, or some place like that - either looks out the window or comes home and sees his mom and dad yelling at each other and fighting in the alley. I think the dad was maybe hitting the mom. He tries to stop the fight, and the cops come and arrest all three of them.
The teen boy reminded me of Sylvester Stallone, though I don't think it was. I have the movie "The Lords of Flatbush" and don't remember this scene there.
I know it was a fairly popular movie, because I saw it on HBO quite a few times, years ago. What was it?
