its generally done by 'cracking' the code of games and cganging certain codes so that they represent what you want www.gtagaming.com has loads of stuff but only for GTA

Dude, no it's not. On PC, it's generally easier than that. I mean, hell, in Half-life, you can just export a model's skin with the Model Viewer and play with it from there. Skinning generally has little to do with the actual coding.

Is there a program? I play this game called Kuma War and want to make some new skins for myself. How do i do that?

For Grand Theft Auto all you need is the txd workshop the IMG editor and either photoshop or paintshop and your set.

Just go to develop to look up tools and tutorials you may need for skinning in the games you want. I don't know if there would be anything for Kuma War. Making skins is pretty easy, but you need to learn.
