Has anyone found any cheats that allow you to get closer to this or just close to the boardwalk with Stachs baths without having 20 Hurricanes after you?

There's no way Fox.
I have all of the cheats and no cheat allows you to manipulate location during gameplay.

The closest u get to the Wonderwheel without getting bopped is at the beggining when u are buying Flash from the first dealer as Rambrandt.

If you hang outside around The Little Buddha (bong shop), and move to the end of that street, that's the closest you'll be. Just look up.

Maybe there'll be some Action Replay cheats since they often let you do stuff like that.
