Why would Cleon enter?

Why would Cleon enter?
When you are about to play level 4 as Vermin, why do you think you walk in as Cleon if he's not even in the level?
The Warriors ain't good. Not even really good. They're the best!!

because cleon walks up to them and they told him what the're going to do.
