If he got it from the old Richard Rountree "Shaft" series of the early 70s, it may have been that Cyrus' "Can you dig it?" is based on that. Still, there is no one who can say that long dragged out, "Can you dig it?" like Cyrus.

There is a video clip by the Lemonheads called 'If I could talk I'd tell you' and the singer actually takes a ride on the wonder wheel. After that you can see the wonder wheel clearly in the background. You can also see the place that The Warriors walked through when they were being followed by the Rouges.
