Covid 19 - a Cyrus plan would work better under lockdown conditions?

re the Covid-19 lockdown etc - would a Cyrus type plan work better and would deserted New York streets seem more credible at a time like that?

e.g. at night some gangs steal all supermarket safes and yank all ATM's off walls etc whilst others sabotage all marked police cars parked at stations by slashing the tyres etc - the National Guard etc would be summoned of course but unlike in The Warriors movie it wouldn't be a plan to permanently take over - fleeing with the booty long before they could arrive would be the plan.

(And in Sicily in Italy there are reports of armed gangs already planning such co-ordinated things in groups due to the Covid 19 lockdown there! That is the home of the Mafia though!)

But does something like that work better under lockdown conditions or not?

Would it also mean more cops are on the streets and gang members are more easily spotted?

yes - so it would have to be a planned surprise attack.

(i've noticed a lot fewer cars at night so escape would be quicker and so presumably easier)

if all (marked) parked empty police cars were disabled at a given signal that would aid escape too.

in the movie the streets are deserted at night and it is new york city - so a fuel strike or pandemic lockdown etc would explain that emptiness better and enable credible mass gang plotting of something before fleeing with the booty - with whatever crisis making the police vulnerable to mass sabotage just beforehand.
