I am from Novi Sad, Serbia. Saw a movie when I was 7. Adore it. Traveled to NYC in 2011 to visit all known (to me) locations from a movie. Unfortunately I had some idea that a meeting park was in a Bronx so need to come once more in 2016 to add Riverside part to visiting locations. Right now I am watching The Movie again (God knows how many times) and I decide to ask a question:
How does the Cyrus do the math?
He said: "9 delegates from a 100 gangs and there is 100 more. 20.000 members..." from my point of view it is 1800 (9x (100+100)), maybe 2000 max.

First, let's restate the whole quote, and then let's break it down:

Arithmetically, It doesn’t matter how many delegates there are, just how many gangs

“…from 100 gangs. And there's over a hundred more. That's 20,000 hardcore members”

Ok, 100 gangs plus 100 more gangs not currently at the conclave. Thus, Cyrus is likely estimating, or rounding, that there are 200 gangs. For our purposes, we'll assume major gangs average 100 members

200 gangs * 100 members each = 20,000
So there’s the aforementioned 20,000 hardcore members.

“Forty-thousand counting affiliates…”

This means that there are another 20,000 affiliates, bringing the TOTAL to 40,000

“…and twenty-thousand more, not organized, but ready to fight”

So, add to the running total another 20,000 non-affiliated criminal types, and:

20K gang members + 20K affiliates of gangs + 20K not organized = 60k = = 60,000 soldiers!

Now, there ain't but 20,000 police in the whole town. Can you dig it?"
