UK stores get the UK releases the day after the states, and are done through Diamond distibution company. They will save a fixed price to the retailers and the comic shops will bump their own price on top to make their profit. There's no fixed price for comics sold at specialist stores (for US issues) but UK newsagents (a few years ago) would sell the reprint issues with a fixed pound sterling price (these were approx 4 months behind their original release dates).
I worked in a comicbook store for a few years during the boom period.
Laziness is a skill that must be practiced everyday.
