The reason I like this topic is because it seems that just like any other family, there is love/hate relationships.  Just like police officers, who cant seem to get along or agree, maybe even fight each other, but yet they will even fight for each other.  Maybe Cochise and Ajax have that connection....

Some people feel that it would have provoked other gangs if Rem had parked spots, but Cleon probably meant neutral spots.  If you notice, the subway is like being trapped in limbo.  Its an area that anyone can enter, and does not belong to anyone.  So its possible He could have sprayed a few trains....
