I think his facial expression in the movie wasn't meant to be mean but arrogant or cocky, but in the recent pick he does look pretty mean though, but I think Walter Hill was looking for more of an arrogant looking cop because that was kind of the mind set of police officers back in that time period

I wouldn't go that far as to labeling all police officers with that :|  They take alot of flak from people both on and off the clock, and yes their are some officers who do abuse their powers and go out of their way to make someone's day miserable but those numbers are very few, and to be a police officer these days in a big city like New York a person needs alot more than a high school diploma or GED, usually they need a two or four year college degree, but in more rural areas the stipulations for becoming a police officer are alot less where there could be more room for a below average applicant to make it through the selection process

Well, I guess you're right. But can't you imagine him as one of those tough looking dudes, but when you get to know them they're really nice? Just my opinion.

No problem, every opinion is welcome dude. Anyway, I understand what you mean... and well, it could be. Why not?
Something like "false appearance".
