The one on the right doesn't have the detail (fill-in of the wings) as the one on the left. Looks like an old tuxedo vest to me.

I like it. If the middle of the patch was WHITE and not the BROWN, it would be even better, but I think it looks good. Looking closer at the vest on the right, I think it def looks like an old tuxedo vest with a strap on the back. Bottom of the vest, middle looks like a buckle.

I think this gang may be called The High Rollers" (is that on the list?)

It looks more like a waistcoat than a vest, so you might have more success typing that keyword on ebay.  A black polo-neck top shouldn't be too hard to pick up.

His attire always reminded me of the dudes that handle the dice in casino's
And Eagles fly quite high, right?.  It was the closest match I could get when I was trying to put a name on all the unidentified gangs.  Which reminds me. i'll have to update that thread.

I had thought that vest and waistcoat were interchangeable terms, and was just a language (US vs. UK) variance

A quick search yielded similar results (one such quotable entry: A waistcoat is a vest with delusions of grandeur.

In what way are you differentiating between them?

There is some partial language variance.  For the U.K, a vest is like a sleevless t-shirt; same as what Ajax wears under his leather vest.

The difference between a waistcoat and vest is the shape.  Waist coats can be longer and fasten just below the chest.  They commonly have a softer diferent material for the back than the material of the front.  They usually come with a belt 2 3rds down on the back.
