It wasn't meant to be a choose eye color and height and what not feature. If it was, it would've been listed.

The Create A Gang feature is awesome. I made another Warriors gang, only Cleon, Fox and Ajax are out and Mercy and two other "New Bloods" are in.

You do it by accessing rumble mode between missions. You dont create the people in the gang, you just put in people from other gangs. I made one gang with all the Warriors that survived, plus the Coney flash dealer, Mercy, and....STEFANO!
