I couldn't figure it out either. I actually took on the Baseball Furies, thinking that would be it. I eventually beat 'em, but I had nothing to show for it.

It's definetly to mug 10 civilians. It's really quick and easy.

Mug 10 people and snuff 7 moonrunner tags(as a matter of fact,you can see a little bit of a Furie tag behind the moonrunner tag.

All idid was steal car radios, things from shops and mug people. I really couldnt be asked to snuff out lots of burners.

actually cyrus13 its steal 5 radios not 3
