my first custom figure

My custom of Ajax is a Vince McMahon figure with black gloves and a black tank top and Cleon is D-Von with a weird looking hat made out of an old pillowcase with an ugly pattern, I'll probably make Rembrandt next out of a Marvel legends figure.

I'm thinking about making a couple of warriors and other people from different gangs but I want to know how to construct a vest onto the figure? Also if it is milliput what actually is it? Thanks alot people

This probably ain't the best way to do it but i painted a vest on.
