Exactly, e's showing too mych respect to whomever is on the telephone for it to be just another member of his gang. After all, look at how he treats his fellow gang members all throughout the film, he pretty much treats them like crap LOL. And yeah I can't see him as a #1 but definitely as a #2.

It seemed to me the major gangs at the meeting really liked Cyrus. It's allvery mysterious, ins't it? We are obviously supposed to think that there are other major players that did not want the whole "all our turf" thing to happen, and that the Rogues were paid to do the job, but this is a bit at odds with Luther's "because I felt like it" outburst on the beach (which was pretty damn convincing).
It's just the greatest Movie ever made ... end of story.
What most people dont realize is, the snitch at the end of the movie was the leader of the rogues.And he ratted luther and his possee out because he didnt want the riffs to come down on his whole gang, for something a nut job like luther did.

Can you actually prove this or is it your theory as Luther never tells anybody outside the present gang that we see? Nothing anyone has said has linked this guy to the Rogues.

its apparent that luther wasn't the leader, first of all he was out of control. i believe the real leader of the rouges may have had a prior beef with cyrus and didn't trust the situation enough to be there. so he sends luther to deal with cyrus and set somebody up to take the heat. when the fox sees whats happening that allows luther to blame the warriors. if u guys remember luther's phone conversation, he says.." yeah they deserved it" meaning the warriors, he wouldn't be sying that to a riff. and lastly leaders don't check in.

I don't believe the informant to the Riffs had a beef with the Rogues until he witnessed them shoot Cyrus, then turn around and pin it on the Warriors, then possibly see Cleon get elbowed and Karate Chopped to death by the Riffs. That was enough to beef on! The guy was just a witness with a conscience. I don't believe that he had any pre-existing beef with the Rogues, in fact, he didn't even witness the Shooting. He DID witness Luther aiming at Fox though, just as the The Lights came on. Which if you think about it is Luther's biggest mistake, If he would have just ditched the gun, the rest of the Warriors probably would have had it by the time they reached the beach!
Now for the Question at hand: Who the heck was Luther talking to?
My theory: I always figured that Luther was the Warchief of the Rogues, and was reporting back to the Warlord, whom was indesposed at the time, for whatever reason. It always seemed to me that all the Rogues including the one on the Phone knew of the "plan" to "assassinate" Cyrus.
But after hearing some of the members here talk and hypothesize on it, I would like to refine my theory to say that; I now believe that Luther was talking to a member of Law Enforcement either directly, or via Warlord. How else could he have wasted Cyrus in the middle of that huge crowd with the fuzz lurking up, and not ended up getting busted or wasted?
The plan was to get Cyrus, and Pin it on someone quick. It doesn't matter who it is, as long as it allows you to make a believable diversion. Notice how Cleon just happened to be walking by when Luther read his colors and then started making a scene. Luther recognized that He was flying the same Colors as the Witness/ Fox. Cleon, being in the wrong place, at the wrong time, created a perfect opportunity for diversion, and just caught the worst of it!
Furthermore, the Gang whom was to become patsy, was NOT to get out alive. Only two ways out, Wasted or Busted. The cops knew that even if they did get out of the park, every gang in the city would be after them! Again, Luther messed up by not ditching the gun, and leaving several witnesses.
Q: But who had the motive? A: Law enforcement.
Every Gang in New York United? Against Us? Somebody stop Cyrus and his evil plan! We have to make it look gang related, but who's wacko enough to make the hit? Hmmmmmmmmm, yeah that's it, Luther from the Rogues. I just haven't decided whether Luther is Warchief or Warlord. At any rate, I highly doubt that Cyrus was murdered over a "little piece of turf" or some petty beef with the Rogues, therefore:
Vote = Government Hit.

now that was some deep sh*t. hey it's possible. i think what we all agree on was that luther was indeed second in command and somebody didn't want cyrus rising to power like that. peace my fellow boppers.
I doubt the informant was a Rogue. He wasn't standing with them at the big meeting and he didn't really look that much like one - no black leather jacket, no black leather hat. And as I said before, it'd be suicide to go up to the Riffs and tell them that his gang killed Cyrus, they'd kill him whether he was in on it or not. Maybe the informant's tattoos are a clue to what gang he's really from.
As for Luther, I agree that there's a good chance that he's not the leader of the Rogues. TurnBall Black made a good point when he said that leaders don't check in. But what kind of leader would leave a nut like Luther in charge? Probably the kind of leader that's even crazier than Luther is.
i agree with skt4477. i've always felt that luther was on the phone with one of the lizzies. i guess the way he says take care, and the inflection in his voice makes it seem like he's talking to a female.
i also felt that the informer was one of the rogues. maybe he was one of luther's punching bags and got fed up. he turns luther in, in hopes that the rest of the gang may be spared.
