Has anyone ever noticed how the cops waited for the gunshot that killed cyrus and the panic of every gang running before they sprug into action. I mean they where pulling up in there patrol cars as cyrus was giving the speech.They could of busted the place earlier and maybe cyrus would not have gotten shot. But then again you would need a bunch of cops in riot gear to control something like that.

I think the cops were waiting for their back-up and when Luther shot Cyrus that was their iniative to break up the meeting.

Another take would be, that the gangs weren't actually doing anything wrong at the time...so it wasn't until pandemonium broke loose, and the shot was fired that there was a major problem...plus they were probobally still trying to work out exactly how they were going to handle the situation...
