If Luther missed he couldnt of tried again unless he wanted to live he and the rogues would of had to just leg it and hope for the best, and the other gangs may have tried to stop them aswell if they had seen the shot as they were hyped up and on CYRUS'S side.

if luther missed....lets just say that he wont like doing things like that again.lol
i also doubt that if all the gangs were put together they wouldnt be able to run the whole city. there would be too many cops, the gang would put up a great fight but in the end they would probably lose.

Actually he probably still would. Nobody knew who shot Cyrus, and if he missed he probably would have shot again or stuck the gun in his pocket. After he did that the cops would come in and the movie probably would have been the same. Except for Cyrus and Cleon living. I wonder though, do you think Cyrus would have yelled for them to stand and fight? To not let the man turn them against one another?
